Janet Liang

Janet Liang is a veteran health insurance executive with over 30 years in leading growth, technology adoption and consumer solutions in the pursuit of better health across the country. Janet is currently EVP and President of Oscar Insurance (NYSE: OSCR), a $3B leading healthcare technology company that serves nearly 2 million members across the country. In this role, Liang will continue to champion new technologies and innovative clinical practices that promote health and well-being.

Prior to Oscar, Liang was EVP, Group President & Chief Operations Officer at Kaiser Foundation Health Plan & Hospitals, an integrated healthcare provider and coverage organization serving 14 million members. At Kaiser, Liang served in numerous President roles spanning insurance and care delivery operations including 42 hospitals, 825 medical centers and a large network of pharmacies and ancillary services.

Liang served as a Corporate Director from 2021-2025 for Lincoln Financial Group (NYSE: LNC) and on numerous community boards supporting socioeconomic development and addressing disparities in care. Liang  was chair of the California Chamber of Commerce, past chair of the American Hospital Association’s Institute for Health Equity & Diversity and a founding board member of Futuro Health, an allied health workforce training and education program.   

Liang was named one of the Top 25 Women Leaders in Health Care by Modern Healthcare and honored by the San Francisco Business Times and the Silicon Valley Leadership Council. She holds a bachelor’s degree in political science from Boston University, and a master’s degree in health administration from the University of Washington.
